At the Local Agency Formation Commission public hearing on Wednesday, May 22, 2002, the Commission approved certain changes to the Resoultion Making Determinations. EXECUTIVE OFFICER'S FINAL REPORT FOR THE
SAN FERNANDO VALLEY

The long anticpated Executive Officer's Report (EO Report) has been finalized. Over the upcoming weeks similar reports will also be available for the San Pedro/Wilmington area and the Hollywood area. Below are five documents that comprise the EO's Report. The first is the EO's letter to the commission giving an over view of the many different sources utilized to develop this report. The second document is the actual written report. The third and fourth documents are the relevant tables and charts that outline the terms and conditions and pertinent fiscal data. The Resolution Making Determinations and Findings completes the Executive Officer's Final Report. In addition to the Executive Officer's report on the Valley updates to the proposed new council districts are available.

Negotiation Meetings

LAFCO is currently hosting/facilitating the negotiation phase of Speical Reorganization of the San Fernando Valley and San Pedro/Harbor. The first of four negotiating meetings was held on Thursday, October 25, 2001. An additional negotiation meeting has been added. It will be held on November 29, 2001. Special Reorganization - Chronology

  • SFV December 9, 1998 the Chief Petitioners filed approximately 202,000 petition signatures with LAFCO for verification of sufficiency. LAFCO in turn forwarded said petitions to the County Registrar-Recorder for a 3% random sample verification. Said 3% random sample indicated there was a shortage in the required number of valid signatures.


  • SFV March 15, 1999 following a 100% signature verification count by the County Registrar/Recorder, LAFCO certified the petition to be sufficient as said petition contained more than the 131,771 valid registered voter signatures required for a sufficiency.


  • SFV April 14, 1999 three chief petitioners, along with Jeff Brain and the Valley Study Foundation, filed an application with LAFCO for Special Reorganization of the San Fernando Valley.


  • SFV May 13, 1999 LAFCO issued a Certificate of Filing stating that: (i) the application has been accepted for filing pursuant to Government Code Section 56828(g) and (ii) a public hearing has been set before the LAFCO Commission on July 28, 1999, pursuant to Government Code Section 56828(i) to consider the subject proposal.


  • SFV May 26, 1999 LAFCO adopted the Seven Step Plan recommended by the LAFCO Sub-Committee on Special Reorganization. Said plan will be used as a guide in processing applications for Special Reorganization.

  • HAR June 2, 1999, a Chief Petitioner and The Harbor Study Foundation, Inc. "Applicants" filed approximately 18,200 petition signatures with LAFCO for verification of sufficiency. LAFCO in turn forwarded siad petitions to the County Registrar-Recorder for a 3% random sample verification. Said 3% random sample indicated there was a shortage in the required number of valid signatures. In addition, the Applicants filed an application with LAFCO for Special Reorgnization of the San Pedro-Wilimington Area.

  • SFV June 2, 1999 the applicants submitted Applicants' Initial Identification of Needs for Data Collection in response to Step 1 of the Seven Step Plan.


  • SFV June 29, 1999 Governor Davis signed the State Budget Bill which appropriated $1,800,000.00 to fund 80% of LAFCO's estimated cost of preparing a comprehensive fiscal analysis for the San Fernando Valley proposal. While not conditioned upon, said funding anticipates the County of Los Angeles and the City of Los Angeles will each fund 10% of the total cost.


  • SFV June 30, 1999 the City of Los Angeles responded to Applicants' Initial Identification of Needs for Data Collection.

  • HAR July 2, 1999 LAFCO issued a Certificate of Insufficiency informing the applicants that the 15 day supplemental petition process had begun.

  • SFV July 9, 1999 LAFCO formally requested the $1,800,000.00 in funds from the State Controllers Office.


  • SFV July 13, 1999 upon a motion by Supervisor Yaroslavsky, the County Board of Supervisors authorized the funding of $225,000.00 as the County's 10% share of LAFCO's estimated cost of preparing a comprehensive fiscal analysis for the San Fernando Valley proposal.


  • SFV July 16, 1999 Los Angeles City Councilman and LAFCO Commissioner, Hal Bernson entered a motion before the Los Angeles City Council, which motion if adopted by the City Council and signed by the Mayor, would authorize the City of Los Angeles to fund 10% share of LAFCO's estimated cost of preparing a comprehensive fiscal analysis for the San Fernando Valley proposal. Said motion was forwarded to the city council ad hoc committee on special reorganization.

  • HAR July 28, 1999 LAFCO issued the Certificate of Sufficiency after the Registrar-Recorder verified the supplemental petition signatures.

  • SFV August 6, 1999 Received a check from the State for $1,800,000.

  • HAR August 11, 1999, the applicants submitted the Applicants Initial Identification of Needs for Data Collection in response to Step I of the Seven Step Plan.

  • HAR August 25, 1999 LAFCO issued a Certificate of Filing stating that: (i) the application has been accepted for filing pursuant to Government Code Section 56828(g) and (ii) a public hearing has been set.

  • HAR August 31, 1999 the State legislature approved the appropriation of $320,000 to fund 80% of LAFCO's estimated cost of preparing a comprehensive fiscal analysis for the San Pedro-Wilmington proposal. While not condition upon, said funding anticipates the County of Los Angeles and the City of Los Angeles will each fund 10% of the total cost. Governor Davis has not signed the bill as of this writing.

  • SFV/HAR September 1999 The City of Los Angeles Ad Hoc Committee on Special Reorganization has approved separate motions funding $225,000 and $40,000, as the City's 10% share of LAFCO's estimated cost of preparing a comprehensive fiscal analysis for the San Fernando Valley and San Pedro-Wilmington areas. City Council action on these motions is pending.

  • ALL September 1999 Request for proposal issued for Consultant to develop Comprehensve Fiscal Analysis for Special Reorganization.

  • HOL February 2000 Hollwood area filed Notice of Intent to circulate a petition for Special Reorganization with LAFCO.

  • ALL March 2000 Public Financial Management (PFM) selected as consultant.

  • ALL April 2000 Commission approves PFM workplan. PFM issues guidelines for applicants vision statements. City of Los Angeles adopts process for response to LAFCO requests with a 90 day turnaround pledge.

  • SFV/HAR May 2000 Applicants file vision statements. First request for data submitted to city. PFM begins fiscal analysis effort.

  • ALL June 2000 City submits first block of data to LAFCO and begins hearings with city departments.

  • HOL August 23, 2000 LAFCO received for filing 6,202 petition sections (sheets) containing 38, 000+ signatures for the proposed Hollywood Area Special Reorganization. A request for verification was immediately sent to the Registrar-Recorder.

  • HOL August 2000 Hollywood submitted petition pages for verification by the County Registrar Recorder.

  • HOL September 8, 2000 LAFCO was advised by Registrar-Recorder that a 3% random sampling method failed and a 100% verification would be necessary.

  • HOL October 20, 2000 Advised by Registrar-Recorder that there were insufficient registered voter signatures. LAFCO immediately notified the petitioners that they needed and additional 2,604 valid signatures.

  • ALL October 2000 90% of all data submitted to LAFCO.

  • HOL November 8, 2000 LAFCO received a supplemental set of 1,054 petition sheets purported to contain 7,292 signatures. The data was immediately submitted to the Registrar-Recorder for signature verification

  • HOL November 20, 2000 LAFCO is advised by Registrar-Recorder that there were a sufficient number of validated registered voter signatures contained in the supplemental submittal. LAFCO immediately notified the petitioners that the petitions were certified and said petition qualifies as sufficient.

  • HOL November 29, 2000 Hollywood Area Chief Petitioners submit their Application for Special Reorganization.

  • HOL December 7, 2000 LAFCO submits its amended data request to the City of Los Angeles to include the Hollywood Area in the Comprehensive Fiscal Analysis.

  • HOL December 12, 2000 Chief Petitioners submit their "APPLICANT'S PRELIMINARY VISION STATEMENT FOR THE CITY OF HOLLYWOOD".

  • HOL December 14, 2000 LAFCO requests funding from the State of California in the amount of $232,475.00, from the County of Los Angeles in the amount of $29,060.00 and from the City of Los Angeles in the amount of $29,060.00 for a total funding request of $290,595.00.

  • SFV/HAR December 14, 2000 the City of Los Angeles submitted a Prelimary Revenue Analysis by Geographic Location to LAFCO.

  • SFV March 28, 2001 the Initial Fiscal Analysis was issued by PFM.

  • HAR April 25, 2001 the Initial Fiscal Analysis was issued by PFM.

  • SFV May 14, 2001 the Valley Study Foundation submitted commentary on the Initial Fiscal Analysis.

  • HAR June 8, 2001 the Harbor Study Foundation submitted commentary on the Initial Fiscal Analysis.

  • SFV June 28, 2001 the City of Los Angeles provided its response to both the Initial Fiscal Analysis for the San Fernando Valley and the Valley Study Foundation's commentary on said analysis.

  • HAR July 27, 2001 the City of Los Angeles provided its response to both the Initial Fiscal Analysis for the Harbor Area and the Harbor Study Foundation comments.

  • SFV/HAR August 1, 2001 LAFCO engaged LSA Associates to perform the CEQA Initial Study of potential environmental impacts of Special Reorganization.

  • SFV/HAR August 8, 2001 LAFCO engaged PDQ GeoDemographics to assist in determining possible city council district boundaries.

  • HOL October 1, 2001 Hollywood Vote submitted a preliminary Comprehensive Fiscal Analaysis to LAFCO.

  • SFV/HAR October 5, 2001 Draft Comprehensive Fiscal Analyses for the San Fernando Valley and the Harbor Area was released by PFM.

  • SFV/HAR October 11, 2001 the first in a series of community public hearings will be held at Valley College in Van Nuys at 6:30 p.m. See link for locations and dates of other Public Hearings.
  • SFV/HAR October 25, 2001 the first of four negotiation meetings was facilitated by LAFCO between the applicants and the city of Los Angeles. Summaries by most parties involved can be found at the top of this page. On November 15, 2001 it was agreed by all parties that an additional negotiation meeting should be held to tie up loose ends. That meeting will be held on November 29, 2001.
  • HOL November 16, 2001 Hollywood Vote submitted to LAFCO the estimated cost ($150,000.00) of a comprehenisive fiscal analysis. The idea being that this issue would also be a part of a November 2002 ballot measure.
  • SFV/HAR LSA Associates conducted a notice of preparation meeting to solicit input and provide information on the environmental impact report that is being prepared for all three special reorganization preliminary
  • SFV/HAR January 9, 2002 the Final Comprehensive Fiscal Analyis for the the Valley and the Harbor areas was released.
  • SFV/HAR On Februray 21, 2002 a supplemental CFA was released for both areas to address issues raised by the documentary transfer tax. The documentary transfer tax impacts the revenue for both areas.
  • HOL March 6, 2002 the Final Comprehensive Fiscal Analysis for Hollywood was released.
  • SFV March 13, 2002 the draft EIR for the San Fernando Valley was released for review and commentary.
  • HAR March 21, 2002 the draft EIR for the Harbor Area was released for review and commentary.
  • SFV/HAR April 1, 2002 The California State Controller's Office released their report delineating commentary on the San Fernando Valley and Harbor Comprehensive Fiscal Analyses.
  • HOL April 3, 2002 the draft EIR for the Hollywood was released for review and commentary.
  • HAR April 19, 2002 the State Tidelands Commission released their decision to not allow the Tideland Trust to become part of a new Harbor City.
  • SFV April 24, 2002 the Executive Officer's report, associated terms and conditions and a draft resolution making determinations was presented to the full commission..
  • HAR May 10, 2002 was the release date for the Harbor Area Executive Officer's Report. On May 15, 2002 the report will be presented to the full commission.
  • HAR May 15, 2002 the Executive Officer's Report for the Harbor Area was released. The recommendation is that the Harbor Area is not fiscally viable as it stands. However, on May 22, 2002 a supplemental report was issued the further explored some alternatives that would perhaps move the Harbor Area closer to being fiscally viable.
  • SFV May 22, 2002 the Final Resolution Making Determinations was approved by the commission. In addition to the Resolution, a supplemental Executive Officer's report was released. The final proposed new council districts was approved by the commission and incorporated into the resolution making determinations.
  • HOL on May 29, 2002 the Executive Officer's Report for the Hollywood Special Reorganization area. Also released was a draft Resolution Making Determinations.
  • HOL On June 5, 2002 the Final Resolution Making Determination was approved by the Commission.
  • SFV On July 8, 2002 at the request of the City of Los Angles in compliance with the guidelines for such, a reconsideration hearing was held. The Commission denied the request and approved some technical corrections to the Final Resoultion Making Determinations were approved by the commission.
  • HOL July 24, 200 the Protest Hearing for Hollywood special reorgainzaiton was continued unitil the meeiting of July 26, 2000
  • SFV On July 25, 200 the Protest Hearing was held by the Board of Supervisors in its capacity as the Conducting Authority for San Fernando Valley special reorganizaiton. The Conducting Authority did not receive 50% or more written protests, therefore the San Fernando Valley Special Reorganization will be on the November 5, 2002 ballot.
  • HOL On July 26, 2002, at the request of the City of Los Angeles, a reconsideration hearing was held. The Commission denied the request for reconsideration of the Hollywood Special Reorganization. That hearing was then closed and the Protest Hearing continued from July 24, 2002 was resumed. Not having received 50% or more written protests the Hollywood Special Reorganization will be placed on the November 5, 2002 ballot.
  • SFV/HOL A hearing for the Impartial Ballot Measure will be held on August 14, 2002.
