FORMATION COMMISSION FOR LOS ANGELES COUNTY

    The meeting was called to order at 9:00 a.m.

     Pledge of Allegiance led by Henri F. Pellissier, Chairman.

      The following matter was called up for consideration:

 

Protest Hearing on Midbury Area Detachment No. 2002-06 (Orange County), from the Consolidated Fire Protection District of Los Angeles County.

 

  On motion of Commissioner Herrera, unanimously carried (Commissioners DiGiuseppe and Proo being absent), the Commission took the following actions

 

·        Determined that there were no protests filed against the proceeding.

    On motion of Commissioner Yaroslavsky, unanimously carried (Commissioners DiGiuseppe and Proo being absent), the Commission approved the disbursement of the Special Reorganization Fund balance.

    On motion of Commissioner Yaroslavsky, unanimously carried carried (Commissioners DiGiuseppe and Proo being absent), the Commission approved the amendments to employee contracts for Sera Grossman, Wilda Turner, Douglass Dorado and Alisha O’Brien.  In addition, the Commission approved an insurance policy for the Executive Officer contingent upon understanding of the insurance policy’s continuation after retirement.  The contract amendments are as follows:

Vacation and Sick leave: Employees with 1 to 5 years employment earn 10 vacation days and 6 sick leave days each year. Employees with 5 to 10 years earn 15 vacation days each year.

 

 

1.         Ms. Wilda Turner began her employment in January 1998, and her vacation days earned has increased from 10 days to 15 days effective January 1, 2003.

2.         Mr. Sandor Winger began his employment in April 1999 and will have his vacation days earned increased from 10 days to 15 days effective April 1, 2004.

 

Job Classifications:  Following a recent review of staff job classifications, the following change in job classifications are recommended:

Salary Adjustments:  The recommended changes in job classification will result in the following salary adjustments:

*New hire who has completed the 6 month probationary period.

 

In addition, the Commission also approved inclusion of the LAFCO Executive Officer in the County of Los Angeles split life insurance policy for department heads at an annual cost of $10,920 for a $100,000 policy.  Upon the death of the insured, the insured beneficiary will receive the face amount of the policy and LAFCO will receive back 100% of the premiums previously paid.

    On motion of Commissioner Yarosalvsky, unanimously carried (Commissioners DiGiuseppe and Proo being absent), the Commission approved the minutes of the meeting held on November 12, 2003.

    The Executive Officer reported on the status of the Municipal Service Reviews.  The Commission instructed the Executive Officer to draft letters for signature by  Supervisors Burke and Knabe regarding the cities in their respective districts whose Request For Information (RFI) remain outstanding.  Commissioner Madrid requested a list of the City Manager’s who have yet to respond to the RFI.

  On motion of Commissioner Yaroslavsky, unanimously carried carried (Commissioners DiGiuseppe and Proo being absent), the Commission approved the attached operating account check register.  The Executive Officer also presented the budget report.  Mr. Jim McQuiston addressed the Commission regarding the budget report.

    The Executive Officer presented the pending proposal status report.

    No one came forward during the period allowed for public comment.

    The next meetings will be January 14 and January 28, 2004.

    There was no new business to be placed on any future agenda.

    On motion of Commissioner Gladbach, unanimously carried (Commissioners DiGiuseppe and Proo being absent), the meeting adjourned at 9:41 a.m.
