1.         CALL MEETING TO ORDER.

 
2.         THE Pledge of Allegiance will be led by Chairman Henri f. Pellissier.

 

3.         HEARING

 

            a.         Los Angeles County Waterworks District No. 40, Annexation No. 40-14 (4-100),  20.43 acres located in the vicinity of Avenue I and 30th Street East, in the City of  Lancaster.   The landowner is Eastside Union School District.

 

4.      SPECIAL ITEMS

 

a.                   Hacienda Heights Incorporation Update.

b.                  Approval of proposal to design and update the website.

c.             Authorization to hire a part time employee, at the rate of $11.00 per hour to review minutes of all commission actions, since 1983, approving annexations to cities and special districts. This employee will create a data base of commission actions needed for the purpose of updating all city and district sphere of influence               maps.

d.            Approval the Fiscal Year 01-02 Year-End Closing Statement.

e.             Approval of Minutes for the meeting held October 9, 2002.


5.         PUBLIC COMMENT

 

This is the opportunity for members of the public to address the Commission on items that are not on the posted agenda, provided that the subject matter is within the jurisdiction of the Commission.  Speakers are reminded of the three-minute time limitation.

ANNEXATION 40-14 (4-100) TO COUNTY WATERWORKS DISTRICT NO. 40

 

AGENDA ITEM NO. 3A

 

 

Agenda Item No. 3a is an annexation of uninhabited territory to Los Angeles County Waterworks District No. 40, Antelope Valley.  The annexation was initiated by the District at the request of the landowner. 

 

The purpose of the annexation is to extend water service to Cole Middle School.  The school site consists of 20.43 acres of territory located in the vicinity of Avenue I and 30th Street East, in the City of Lancaster. 

 

Los Angeles County Waterworks District No. 40, as lead agency, has determined that the project is categorically exempt from the provisions of California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines section 15319(a), because the annexation consists of areas containing existing structures developed to the density allowed by the current zoning.

 

The owner of the property to be annexed has consented in writing to the annexation, and all affected agencies have consented in writing to the waiver of protest proceedings.

 

The proposed annexation is consistent with the adopted sphere of influence of Los Angeles County Waterworks District No. 40, and the District has determined that there is adequate capacity to provide the requested service.

 

All affected agencies have agreed to the negotiated exchange of property tax revenue.

 

RECOMMENDED ACTION

 

1.         Acting in LAFCO’s role as a responsible agency with respect to Annexation No. 40-14 (4-100), finds that the proposed annexation is categorically exempt from the provision of CEQA pursuant to State CEQA Guidelines section 15319(a).

 

2.         Find that all owners of land have given their written consent to the change of organization, and all affected agencies have consented in writing to the waiver of protest proceedings, and pursuant to Government Code section 56663, waive the requirement for protest proceedings in its entirety; and

 

3.         Adopt Resolution Making Determinations and Approving and Ordering Annexation No. 40-14 (4-100) to Los Angeles County Waterworks District No. 40.
